That is the official PR for this game and it should really be clear that this game is horribly translated and in short, it really is. They even wrote the Mahjong name wrong in one of the first screens I saw.
But as this is a real mahjong game, I was set to look past the Engrish and I wanted to dive right in.
I started the game and to my big dismay, there is no tutorial.
Really, nothing at all, it just assumes you already know how to play the game. Sadly I do not know how to play it, but I am lucky to have a wife who is able to play the game. After about 5 minutes, she gave the Switch back to me and just said calmly that this game was not something she would like to play much more.
So yeah, a tacky looking game without a tutorial and filled with Engrish is what you will be getting when you buy this game and I strongly recommend not wasting your time or effort.
